Hawaii officials say the state has won a judgment of more than $1 million against a Big Island woman’s company accused of defrauding homeowners who sought financial help to avoid foreclosure.

The Department of Commerce and Consumer Affairs said Tuesday that Second Circuit Court Judge Rhonda Loo in Maui ordered Edna Franco to pay nearly $169,000 in restitution and interest to 17 victims, plus more than $874,000 in fines and penalties.

Franco didn’t immediately respond to an email seeking comment from The Associated Press. A phone number for Franco and her company, Francha Services, LLC, wasn’t immediately available.

State officials say Franco told homeowners she could help save their homes from being foreclosed or get their loans cleared. The state says Franco didn’t do the work or did it poorly.
